SENIOR RURAL MARKETS BUSINESS DEVELOPMENT
SPECIALIST/ The Government of Pakistan, in collaboration with the Asian Development Bank, wishes to recruit an international consultant to facilitate implementation of Loan 2230-PAK, Rural Enterprise Modernization Project. The Team Leader will work closely with the Project Team and other consultants to document rural enterprise circumstances, create innovative development plans for fifteen subsectors, and facilitate an appropriate institutional structure to implement the subsector plans. The ideal candidate will have over 15 years of relevant international experience facilitating appropriate public engagement in MSE growth, providing successful, innovative, practical approaches to rural subsector development, and identifying and resolving binding constraints. Strong team leadership skills, field experience in MSE development in rural areas, particularly in clusters, and prior work in countries with similar rural enterprise issues is required. The Team Leader/Senior Markets Development Specialist is required to perform the following functions in coordination with the Project Director, AHAN, Small and Medium Enterprise Development Authority, Government of Pakistan: • Develop a specific framework of rural enterprise development for Pakistan based on international and local experience. • Manage the overall process of sector analysis, data collection, design development and implementation of pilots, interpretation of data and pilots results, establishment of up to ten subsector development plans, and creation of an appropriate independent organization to implement the plans and manage rural enterprise development. • Provide overall guidance and supervision to a range of consultants including Rural Markets Development Specialists, Rural Market Economist, Poverty, Gender & Resettlement Specialist, Capacity Building Specialist, Market Researcher, Subject Matter Specialist (designers, sector experts), Sub-sector Specialists, Business Development Services Specialist, Process Engineer, Cluster Development Experts, Web Master, ICT/GIS Specialists, Web Master, Corporate Lawyer. • Facilitate and suggest improvements for the AHAN Project keeping in view various similar successful models elsewhere and adaptability of same in the local environment and context. • Review inputs of consultants engaged for the sector analyses, pilot interventions and business modeling and assess and ensure integration of each consultant’s findings and recommendations into the overall reports and program. • Build linkages with similar international programs and relate it to domestic programs both in pubic and private sectors. • Provide guidance to the team on international experiences that offer lessons or practices that may be useful to consider for rural enterprise development. The international specialist will ensure that the design builds on international best practices of similar projects keeping in view the local conditions. • Coordinate capacity building of team and rural enterprises. • Coordinate with Government of Pakistan

Experts Required The Government of Pakistan has launched a project titled "Aik Hunar Aik Nagar" (AHAN)/Rural Enterprise Modernization in collaboration with Asian Development Bank to achieve the overall goal of poverty alleviation. The Project envisages to study, indigenized and emulate OTOP (One Tambon One Product) of Thailand, OVOP (One Village One Product) of Japan and other similar programs with a view to modernize non-farm micro and small enterprises in rural and peri urban areas of Pakistan leading to creation and diversification of sustainable income earning opportunities in addition to agriculture sector, particularly for women, wage-earner and poor producer groups. The AHAN Project envisages achieving its objective by helping the rural micro and small emterprises engaged in making various products, including but not limited to handicrafts, in the following areas:
In order to develop and make these rural products competitive, the AHAN Project requires services of experts (individuals/institutions) who, by virtue of their vast experience, intend to offer their services in any one or more of the above mentioned areas for the development of a very large number of rural products.
